STATUS Captain, Section 18
SECTION Commands the Agents directly; answers upward to the Commissioner and, when it comes to it, Lord Morden
FIRST ON RECORD Session 1 – inaugurated the Agents into the Guild himself

Brin has run Section 18 since long before any of the Agents pinned on a badge, and it was his hand that swore them in. He backs his people without much hesitation – but he throws the book at them just as fast if they get creative with the rules, and he means it every time.

Thirty-three years ago, deep in the tunnels under old Paraisopolis, Brin lost a leg and a friend to something the city has spent three decades pretending never happened. He doesn’t talk about it unless he has to.

FILE NOTES

The very first thing new Agents learn about him came out in Session 1, after a botched arrest left two of Zhakarov’s men dead rather than in custody. Brin didn’t raise his voice so much as make the floor creak with every step of his own metal leg circling the table.

“Agents are NOT executioners. We bring in the scum and let the Court decide. That is the way. The method of enforcement of the Law. As you swore when I inaugurated you. What happened?”

Captain Brin

That silence broke, another time, when the Agents needed to know exactly what they were dealing with. What came out wasn’t comfortable for anyone in the room – an admission that the horde his unit fought that day had been lured in on purpose, using children as bait, and that the decision has cost him sleep for thirty-three years running.

“We were out of our depth. We didn’t know the surroundings, or what we were fighting. There were things down there – not human – they seemed to just be feeding on us. I was lucky – I only lost a leg. Young Skinny Johnson went after the beast that did it – some huge, deformed, cat-faced thing. I can still hear him, calm as anything, running off down the tunnel after it. ‘Give me back his leg!’ Never saw Skinny again.”

Captain Brin

He and Asquith have never fully settled the argument over whose idea that bait actually was. Cornered on it directly, Brin doesn’t deny his part – he just refuses to let it stop him asking Asquith’s Order for help a second time when Section 18 needed it.

“That’s enough! I’ve lived with that every waking day. Yes, we did ask for your help. Yes, what was done does not sit well on my conscience. Using children as bait… I can’t change the past. But maybe we can protect citizens in the future. Together, find the source of these demons and cleanse it for good. This bickering doesn’t help.”

Captain Brin, to Asquith

STATUS: Filed under The Good without much debate – he has buried more Agents under his command than anyone would like to count, and has shown up in person for every one of them. What he authorised thirty-three years ago, and what he may or may not have arranged more recently through channels he’d rather not name, are both still open questions. Filed as a man doing his best with a job that keeps asking too much of him.
