Paraisopolis sits just outside Chuza proper, close enough to share a wall and a gate with it and poor enough that the two are rarely mistaken for the same place. Its own gate keeps a separate watch, less to stop anyone entering than to tax whatever leaves – smuggling in and out has been a running joke among the guards for years, worth more in import duty collected than in arrests made. Fewer Agents work its streets than Chuza’s, and everyone who lives there knows it.
That gap is the whole reason the district functions the way it does. Gangs that would draw immediate attention inside Chuza operate here with something closer to room to breathe – the Kleet, before Shirdrella’s arrest, extorting and dealing with barely a second thought, and more than one drug baron running deliveries through its back streets rather than risk the Section proper. At the low end of the district sits a stagnant drainage basin the locals call the Abandonment – every storm drain and sewer channel in the area empties into it, and the buildings around its rim, still technically habitable, mostly aren’t lived in by anyone who has a choice.

Most of what Section 18 knows about Paraisopolis, it learned by chasing something there rather than patrolling it directly – Shirdrella’s own operation, run out of the district precisely because there were fewer Agents to notice; Dr Griffiths’ family mansion and, later, his Get Stuffed taxidermy shop, both set up in a part of the city where nobody official was likely to come asking questions. The pattern holds often enough that “last seen heading for Paraisopolis” has become something close to a standing joke at the front desk – funny right up until it isn’t.
STATUS: Filed under Locations. Technically within Section 18’s jurisdiction, practically undersupervised, and a reliable first guess whenever a Chuza case goes looking for somewhere quiet to hide.
